We just started listening to his live broadcast. His conversation with a Baltimore police Lieutenant is still in progress. The sticking point seems to relate to MacArthur’s failure to receive a warrant, issued by a probation agent relating to a 2009 charge. (h/t @pbump) source
(Update: MacArthur went off the air after negotiating the terms of his leaving home, specifically that he be allowed to lock his door behind him — to both keep out the Baltimore Police Department, and protect himself against theft. He surrendered peacefully and is currently in police custody, according to The Baltimore Sun.)
