Without authorizing the use of force or additional spending, this legislation will begin to implement a more coherent U.S. strategy, both now and for the day after Assad, that is focused on trying to shift the momentum on the ground toward moderate opposition groups while also helping them build support within and outside Syria for a new government.
Sen. Bob Menendez • Commenting on a bill he introduced in the Senate last week that would create a $250 million transitional fund for the Syrian rebels and post-Assad government that would inevitably follow a toppling of the existing Syrian regime. While the bill may have found new life in the Senate, thanks to changes which earned the support of Tennessee Republican Bob Corker, we suspect the Obama Administration will have a harder time selling support of the Syrian opposition to the American people if rebel forces fail to prevent future war crimes like the cannibalism story making the rounds today. source

  • 15 students were killed after mortar rounds fired by Syrian rebels struck a Damascus University canteen, according to Syria’s state-run SANA news agency. Additional misfires also landed near a hotel being used by the United Nations, leading the organization to withdraw roughly half of its staff from the city. source

We have been clear that the use of chemical weapons against the Syrian people would be a serious and tragic mistake. The Assad regime must understand that they will be held accountable for the use of chemical weapons or their transfer to terrorists.
President Barack Obama - Commenting on the alleged usage of chemical weapons in attacks which left 25 dead and dozens injured in the Syrian city of Aleppo yesterday. Both those loyal to Syrian President Bashar al-Assad and Syrian opposition forces have blamed their opponents for the attack; however, the perpetrators of Tuesday’s attack remain a mystery at this time. Many suspect the Assad regime, given previous reports about the Syrian government’s possession of such weapons, but calls for a formal investigation into the attack have gone unanswered thus far. source

  • $60M in “non-lethal” assistance has been authorized for the Syrian National Council, and the United States will also provide food and medical supplies to the Free Syrian Army and other rebel fighting forces. The new aid was announced by Sec. John Kerry following the conclusion of a Friends of the Syrian People meeting on Thursday. source

  • 53 people were killed when a massive explosion ripped through Damascus near Syria’s Ba’ath Party headquarters, and two additional explosions in other parts of the city claimed 13 more lives within minutes of the attack.
  • 250 people were wounded in the attack, which is the deadliest since a double suicide bombing left 55 people dead last May. Rebel forces and those loyal to Syrian President Bashar al-Assad have been fighting in Damascus for weeks, but recent upticks in the violence have some wondering if Assad could be forced to flee the Syrian capital soon. source

  • Taqba Dam The country’s largest dam has been seized by rebel forces, giving President Bashar al-Assad’s opposition control over the country’s largest source of hydro-electric power.
  • Damascus The Assad regime has been forced to send tanks to defend loyalist positions in the district of Jobar, in an attempt to halt rebel momentum, following a series of opposition victories which allowed the rebel forces to push closer towards the city’s center. 
  • Next steps Negotiations finally appear to be considered a legitimate option by the Assad regime. According to the Syrian government, national reconciliation minister Ali Haidar will meet with the head of the Syrian National Council to discuss the country’s future. source

  • 65 people were found executed in Aleppo, Syria on Tuesday morning, and the number could rise in the days ahead. According to rebel forces, the Assad regime is responsible for the apparent massacre; however, verification of the reports is nearly impossible at this time. All of the dead were found bound at the hands, and were dumped into a river upstream from a rebel-held neighborhood according to local commanders. Syria’s state-run media has not reported the massacre at this time. source
