If an individual offers free shipping in association with a purchase or other offer, FAA would construe the shipping to be in furtherance of a business purpose, and thus, the operation would not fall within the statutory requirement of recreation or hobby purpose.
The Federal Aviation Administration, in a footnote intended to block the usage of drones for shipping purposes. Essentially, this rule was written to specifically block Amazon’s Prime Air.

Over the weekend, Arkansas photojournalist Brian Emfinger did something really innovative—he used a drone to record the aftermath of a tornado. The FAA, which currently bans the use of drones for commercial purposes, said it is investigating Emfinger and others who did the same thing, with the idea that even though it’s journalism, it’s still commercial. Hey FAA, doesn’t this run headfirst into the First Amendment?
